Searching for "Mario" in Steam Workshop for Garry's Mod at the time of this post brings up over 5,500 entries alone, and Luigi listings are at over 1,200. "Zelda" brings up 800.

In our world, though, Garry's Mod won out, and JBMod is only just making its way to Steam now, 18 years later. "JBMod was the first mod ever released for Half-Life 2," developer Team JBMod explains.
